Like many others on this forum, I think you'll find, I usually don't respond to anonymous postings. But since you must be a fellow C22 owner to be asking your question here, and varnishing isn't year/model-specific, here goes:
I use Zspar 1015 Captain's Varnish, put out now by Pettit. Just as important is the process of applying varnish. You can see my how-to and results at:

I guess I'm lazy, and while varnish looks nice, I chose to paint my tiller with a white polyurethane from West Marine. First I covered the tiller with epoxy and fiberglass tape, because I snapped a tiller right at the extension socket last season, and wanted to avoid that this season. Epoxy, tape, sand, epoxy, sand, and paint, paint, paint, paint. Looks good, now we'll see how it holds up. |

I don't know if refinishing your old tiller is such a good idea. I learned the hard way last season when I broke my old, probably original tiller while on the mooring. I recycled it, painted, drilled new holes and moved the hardware.
Two weeks lated broke again while underway to Block Island. I finished the trip using only my outboard. New tiller from CD cost me @$60 and it looks really nice. Also, bought new, thicker brackets. Good luck.
