We are installing the new keel hanger casting assembly, the one that elimiinates the "bonk", and have noted that we need to grind a considerable amount of rust from the area (on the keel) in order to fit the hanger in place.

Is there a specific amount of clearance that the keel must have when swinging up and down? Is there any danger of damaging the weldments or the hanger housings, should the fit be too snug?

The new keel hangers are designed to be oversize (too small a gap between them into which to hang even a new keel.

Clean up the surfaces of the keel and repaint it. Measure the thickness of the keel at the pivot hole. Add to that measurement the thickness of two delrin pivot pin washers (approximately 1 inch ID and 1/8 inch each). Install the hangers and measure the distance between them. Subtract that remainder from the sum of the keel thickness and washers. Get the inside face of each hanger milled by half the remainder (total thickness of the keel and washers minus the gap between the two new hangers)

The milling of the inside faces of the new hangers as described above will result in a very tight fit of the keel and washers between the milled hangers, but including the keel pin washers, will protect the surface of the keel from being ground by the inner surfaces of the new hangers.

Am I to understand that CD supplies an assembly that fits no one's boat? (Unless altered)?

Our is a 1978 C-22, and at this point we're tempted to return the assembly, and just buy a pin with spacers/washers and put the old hangers back up. It's lasted this long without falling off...

Since the boats vary in construction dimensions, especially in the earlier models, CD sells the improved hanger kit in one size. The procedure described above makes the hangers fit your boat. If you chose not to use them, your keel will slide back and forth on the keel pin, unless the pin is fused to the keel, as some are. If you are willing to live with the resulting "clunk" when you tack, then by all means, send the hangers back.
